Russian President Vladimir Putin announced a number of initiatives in the socio-demographic sphere in particular, he mentioned the monthly payment for the birth of the first child up to six years.
The Russian leader noted that a monthly cash payment to parents for the first child will be set in Russia in 2018. The payoff amount will be calculated from the size of the subsistence minimum of the child, established in the subject. On average, next year this amount will be 10 523 rubles. In the next two years is expected to increase in the amount of about 300 rubles 10 836 11 and 143 million, respectively. The costs for the implementation of these measures will be for three years, almost 145 billion rubles.
The President also extend the maternity capital program, which was to be completed at the end of next year, until 2021. Putin also proposed to introduce additional possibilities of use of matkapital.
«Funds from the maternal capital can be obtained in the form of monthly payments to those families that are in need,» — said the Russian leader.
He noted that the approach to this issue will be addressed. In addition, it is now possible to use maternity capital for payment of preschool education, but rather to pay for the care and supervision of a child already at two months of age.
«I know that the relevance of this measure is very large, in particular, the mother after the birth of a child will be able to continue work or education,» Putin explained.
Putin proposed to introduce a special mortgage programme for families from 1 January 2018 born second or third child. When buying housing on the primary market or the refinancing of previously obtained mortgage loans, these families will be eligible for government subsidies of interest rates over 6% per annum.
The Chairman of the Duma Committee on financial market Anatoly Aksakov called proposed by the RF President program «good and absolutely correct». In his view, the program will meet the huge demand among such families, and among banks.

In turn, the head of the analytical center CYANOGEN expressed the view that for families with two or more children in apartment buildings can become 7-8% more affordable.
In addition, according to the expert, the increased availability of mortgage may increase the demand for two-bedroom apartments, which are due to the high popularity of one-bedroom and studios often remain unsold.
